Dear Chairman Rodrigues,
I greatly appreciate the opportunity to share my priorities for the FY23 budget.
My top priority for this budget is to provide direct relief to people in acute economic distress. I support funding to increase the monthly TAFDC and EAEDC benefits for low-income families and individuals, increases to RAFT and other rental assistance programming, increases to civil legal aid funding, increases to Committee for Public Counsel Services (CPCS) funding, and other safety net programs offered by the Commonwealth. Especially, I support the elimination of probation and parole fees as proposed by the Governor.
Following the recommendation of the Special Commission on Correctional Funding, I am working to get consensus regarding changes to DOC and Sheriff capacity reporting requirements. In the coming weeks, I hope to submit a joint recommendation with the House Chair of that Commission for outside section language.
The DCR Commission that was funded in the FY20 budget has recently completed its work. Next year, we may want to move legislation to strengthen the agency. For this year, I believe it would be helpful if the Senate could send a message of support to the agency by offering strong funding this year. I also support the elimination of retained revenue for DCR as proposed by the Governor.
Like all of my colleagues, I hope that we can fully fund the Student Opportunity Act schedule and make appropriate adjustments for high inflation rates.
