S902, An Act recognizing the dangerousness of retail drug offenses

Senator Brownsberger submitted the following written testimony to the Joint Committee on Mental Health and Substance Abuse.

TO:                  Joint Committee on Mental Health and Substance Abuse

FROM:           Senator William N. Brownsberger

RE:                  Senate Bill 902, An Act recognizing dangerousness of retail drug offenses.

DATE:            September 24, 2013

I am writing in favor of S902, An Act recognizing dangerousness of retail drug offenses. This bill would allow the Commonwealth to move for pretrial detention of defendants charged with retail drug offenses. This would protect communities but also would protect offenders from escalating penalties from repeat offenses.

I hope that you will report this bill favorably or, should you conclude that it is not properly before your committee, that you will discharge it to the Joint Committee on the Judiciary.
