Dear Mr. Bench,
Thank you for including the Core Capacity Constraints study in the Draft FFY15 Unified Planning Work Program (UPWP.) I hope that this study will be included in the final UPWP because it will provide clarity to policy makers and planners as they decide what major transportation investments are needed to accommodate future growth.
As you know the pace of growth in the core neighborhoods of Boston continues to place a strain on an already taxed transportation system. Congestion and poor public transit service has the potential to inhibit growth and drive businesses and residents out of the city.
I appreciate your consideration of this request to include the Core Capacity Constraint Study in the final FFY15 UPWP. It will be a great step forward.

We have been working to get this study going for a couple of years now. It ties especially closely to our efforts on the Green Line but also potentially to our work on transit and road issues in Belmont and Watertown.
We are pleased that the transit planners have adopted it as a priority and we hope that their work plan will be approved.
