S52, An Act promoting restorative justice practices

Senator Brownsberger submitted the following written testimony to the Joint Committee on Children, Families and Persons with Disabilities.

TO:          Committee on Children, Families and Persons with Disabilities

 FROM:    Senator William N. Brownsberger

RE:          S52, An Act promoting restorative justice practices

 DATE:     July 9, 2013

I write in support of S52, An Act promoting restorative justice practices.

This legislation would propose a comprehensive approach to implementing restorative justice programs.  This bill institutes a choice of law administration and courts to refer juvenile and low-level adult offenders to a community based restorative justice program.  As a result, certain offenses are kept out of the criminal justice system while the offender is still being held accountable to the victim and the community.

I hope that the Committee will report S52 favorably.
