 I write in support of S52, An Act promoting restorative justice practices.

 This legislation would propose a comprehensive approach to implementing restorative justice programs.  This bill institutes a choice of law administration and courts to refer juvenile and low-level adult offenders to a community based restorative justice program.  As a result, certain offenses are kept out of the criminal justice system while the offender is still being held accountable to the victim and the community.

 I hope that the Committee will report S52 favorably.
