The Health Connector provided a briefing today to legislative offices to provide information that would be useful to constituents who have or will apply for health insurance through the Connector. The briefing materials, which you will find below, provide suggestions for applying for health insurance, checking into the status of your application, navigating the website, and the kinds of extended or temporary coverage the Connector will provide due to the backlog of applications they have yet to process. Applying through the website remains the fastest way to get insured (if not the fastest way to apply for insurance). If you are experiencing long waiting times on the phone, be advised that the Connector’s customer service line is busiest on Mondays and daily from 9-10 am.

Not sure what the following sentence means.?? The part of the sentence in parens seems to contradict the earlier part. The sentence that confuses is the following:
Applying through the website remains the fastest way to get insured (if not the fastest way to apply for insurance).
Dear George:
It means that while the process of filling out the application online may take longer than filling an application out manually, the Connector is likely to process applications filed online and insure those who applied online more quickly than it will process the applications mailed and insure those who mail the applications.
