S1115, An Act to improve the collection and analysis of data relative to traffic stops and to establish a primary safety belt law

Senator Brownsberger submitted the following written testimony to the Joint Committee on Public Safety and Homeland Security.

TO:           Committee on Public Safety and Homeland Security

FROM:     Senator William N. Brownsberger

RE:            S1115, An Act to improve the collection and analysis of data relative to traffic

stops and to establish a primary safety belt law

 DATE:       October 3, 2013

I am writing in support of S1115, An Act to improve the collection and analysis of data relative to traffic stops and to establish a primary safety belt law.

Massachusetts falls beneath the national average in seat belt use (last in the nation) and those injured because they were not wearing seat belts suffer financial loss as well as the medical consequences.  There is significant loss to private health insurance as well.

I hope that the Committee will report S1115 favorably.
