Governor’s budget, FY2009

In a nutshell, the Governor’s budget honors the commitments made two years ago to continued growth in Chapter 70, including bringing all communities up to at least 17.5% of the foundation budget over a five year period.  It level funds additional assistance and it cuts lottery aid by 13.3%.  The budget proposes to replace the 13.3% lottery aid cut with casino revenue.

casino revenue in this budget.  People tend to feel that it is one time
revenue and it is speculative — regardless of their views on the ultimate
casino question.
