H814, An Act relative to producer responsibility for mercury-added lamps

Senator Brownsberger submitted the following written testimony to the Joint Committee on Environment, Natural Resources and Agriculture.

TO:          Committee on Environment, Natural Resources and Agriculture

FROM:     Senator William N. Brownsberger

RE:            H814, An Act relative to producer responsibility for mercury-added lamps

DATE:       March 21, 2013

I am writing in support of H814, An Act relative to producer responsibility for mercury-added lamps.

When manufacturers are in charge of the collection and safe recycling of their products, they have an incentive to design products to be less toxic and easily recyclable.  Making the manufacturers responsible also relieves the financial burden on cities and towns of collection and recycling programs.

Mercury in even small quantities can cause serious health and ecological problems and I hope the Committee will report H802 favorably.
